Does OHIP Cover Social Workers in Ontario? What You Need to Know

One of the most common questions about mental health care in Ontario is whether OHIP (Ontario Health Insurance Plan) covers sessions with a Registered Social Worker. The short answer is: not for private-practice social workers. But there are publicly funded pathways worth knowing about — and extended health benefits fill in significant gaps for most working Ontarians.
What OHIP Covers (and Does Not Cover)
OHIP covers physician and hospital services. It does not cover private-practice mental health therapy from social workers, psychotherapists, or psychologists. The exception is publicly funded settings: hospital social work departments, Community Health Centres (CHCs), Addiction and Mental Health (AMH) programs, and Children Mental Health Ontario agencies. These are OHIP-funded but access is through referral and involves wait times ranging from weeks to over a year depending on location and demand.
Stepped Care and Subsidized Mental Health Programs
Ontario has invested in several programs to expand access: Structured Psychotherapy (CBT-based) is available free through your doctor or self-referral at some Addiction and Mental Health centres. The Ontario Structured Psychotherapy (OSP) program provides free CBT for depression and anxiety. BounceBack, delivered through CMHA, provides coach-guided CBT workbooks free of charge. AbilitiCBT is a free digital CBT program for Ontarians through their OHIP card. These programs do not replace comprehensive social work support but address mild-to-moderate presentations.
Extended Health Benefits for Social Workers
Most group benefit plans through Ontario employers include coverage for Registered Social Workers, typically alongside psychologists and psychotherapists. Annual maximums range from $500 to $2,000+. Individual health plans for self-employed Ontarians also include social work coverage. If you do not have employer benefits, social workers at Community Health Centres provide income-based subsidized services, and many private RSWs offer sliding scale fees.
